37th National Operations Research and Industrial Engineering Congress will be held by Yildiz Technical University Industrial Engineering Department between July 5-7, 2017.

The main theme of “The Role of Operations Research and Industrial Engineering in Disaster and Crisis Management” aims to minimize the losses caused by disaster/crisis and to encourage the use of Operations Research and Industrial Engineering disciplines in the planning and management processes which take place before, during and after disasters. We are pleased to invite students, academics, researchers and practitioners working in the Operations Research and Industrial Engineering fields to share their experience in the most important national ORIE Congress in Istanbul. Full manuscripts of selected studies will be directed the special issues of the journals mentioned in the program tab.

We are working hard to present you a rich scientific program consisting of lectures, panels, workshops and invited sessions. We are looking forward to see you in the historical Beşiktaş Campus in İstanbul, Turkey.

Multiple Objective Decision Analysis

Real-life problems are often complex to be examined based on a single criterion. Trying to solve the problems by reducing them to a single objective problems, simplifies the structure of the problem and results in solutions that do not reflect reality. A more realistic approach is to examine the problem by considering several criteria simultaneously. Multi-criteria solution methods are generally grouped under four main headings: multiobjective mathematical programming, Multiattribute Utility Teory, Outranking Techniques, Preference Disaggregation Analysis (Doumpos, Grigoroudis, 2013, Herrman, 2015).

Within the scope of this course, multi-criteria decision methods will be discussed with examples under the four headings mentioned above, and also multi-objective decision making methods in group and interaction based methods, multi-criteria modeling and scenario analysis will be mentioned.

Prof.Dr. Füsun ÜLENGİN is a professor of Operations Research and Decision Analysis. She acted as the Dean of the Management Faculty at Istanbul Technical University in 2002-2005 and the Dean of Engineering Faculty as well as the Head of Industrial Engineering Department at Doğuş University in 2009-2013. Currently she is the Dean of the School of Management at Sabancı University since 2013. She earned her MSc. degree from Bosphorus University, Industrial Engineering Department. She pursued her Ph.D. education at Waterloo University at Engineering Faculty, Department of Management Sciences and received her degree from Istanbul Technical University, Management Faculty, Turkey. Her research focuses on the multiobjective evaluation of macrosystems in general, and transportation and logistics systems, in particular.

Optimization Problems in Artificial Learning

Data analysis, data science or artificial learning. In this course, I will describe the optimization problems that arise in artificial learning. In addition to categorizing the problems, I will list possible research topics and open problems. Then, if we have time, I will summarize the main solution methods and complete the lesson.

Prof.Dr. İlker Birbil has been a faculty member in Sabancı University, Industrial Engineering Program since 2004. After receiving his B.S. and M.S. degrees in Turkey, he stayed in US for almost three years for his Ph.D. study. He earned his Ph.D. degree in Industrial Engineering in North Carolina State University in 2002 with his major in Operations Research and Mathematics. In 2002-2004, he worked as a post-doctoral research fellow at the Erasmus Management Research Institute in Holland. In the area of ​​mathematical programming, he has many theoretical and practical studies. Ilker Birbil, who wrote in the magazine Matematik Dünyası as well as Radikal and Birgün newspapers, has been writing a blog named Bol Bilim with his wife since 2014.

Data Science for Selection Hyper-heuristics

Prof. Ender ÖZCAN

Hyper-heuristics have emerged as search methods that are reusable and applicable to a range of computationally difficult problems rather than being a solution method for a single problem domain. A hyper-heuristic method is generally used in two distinct ways, either for selecting (mixing/controlling) or generating a set of low level heuristics (operators) at each decision point during the search process. In the last decade, a variety of “intelligent” general purpose heuristic optimisation methods has appeared as a result of the studies on hyper-heuristics. This talk presents our recent work on data science techniques, in particular, time delay neural networks and tensor analysis for automated generation and configuration of selection hyper-heuristics, respectively, applied to various well-known Operational Research problems ranging from open vehicle routing to nurse rostering.

Prof. Ender ÖZCAN is a lecturer in Operational Research and Computer Science with the Automated Scheduling, Optimisation and Planning (ASAP) research group in the School of Computer Science at the University of Nottingham. He received his PhD from the Department of Computer and Information Science at Syracuse University in 1998. He worked as a lecturer in the Department of Computer Engineering at Yeditepe University from 1998-2007. He established and led the ARTIficial Intelligence research group from 2002. Dr Özcan was appointed as a senior research fellow in 2008 to the EPSRC funded LANCS initiative, which was one of the largest Science and Innovation Rewards given by EPSRC across the world. He became a lecturer in 2009 and served as an executive committee member for the LANCS initiative. His research interests and activities lie at the interface of Computer Science, Artificial Intelligence and Operational Research, with a focus on intelligent decision support systems combining data science techniques and (hyper/meta)heuristics applied to real world problems. He has been awarded grants as principal investigator and co-investigator/named researchers from various funding bodies, including TUBITAK, DPT (Turkey), Innovate-UK, EPSRC, Newton Fund (UK) and CONACyT (Mexico). Dr Özcan has over 130 refereed publications in his field of expertise at reputable venues. He is co-chair of the newly established EURO working group of ‘Data Science meets Optimisation’. He is Steering Committee member and Executive Officer of the International Conference Series on the Practice and Theory of Automated Timetabling (PATAT). He is Associate Editor of the Journal of Scheduling, International Journal of Applied Metaheuristic Computing and IEEE Transactions on Emerging Topics in Computational Intelligence.
